	SIOCGIFMEDIA seems to make re_gmii_readreg() read register,
	which is 0xff or something when the device is down.
	% sudo ifconfig re0 up
	% ifconfig re0|grep media
		media: Ethernet autoselect (100baseTX full-duplex)
	% sudo ifconfig re0 down
	% ifconfig re0|grep media
		media: Ethernet autoselect (<unknown subtype> full-duplex,loopback)
	check RTK_ENABLED in re_ifmedia_sts().
