Synopsis: Incorrect link in pkgsrc/templates/

These files are used to generate other files.
For example, README.category is used for devel/README.html,
README.pkg is used for devel/bison/README.html, and README.all
is used for pkgsrc/README-all.html, so for at least these three
the relative URLs look correct. I also checked the files on the
web at
	ftp://ftp.netbsd.org/pub/NetBSD/packages/pkgsrc/README.html
(and linked from there) and they look ok.

Can this PR be closed?
