Pentium 133MHz which can not boot from a CDROM drive and needs a floppy

boot1.fs and boot2.fs were prepared on diskettes using RAWRITE from the NetBSD-1.6.2 cd. After the first diskette stopped and asked to switch to the second one, the following error message appeared:
boot: fd0a: onetbsd.gz: No such file or directory
booting fd0a: netbsd - starting in 0
open netbsd: No such file or directory
boot: fd0a:netbsd: No such file or directory
booting fd0a:netbsd.gz
