(Not sure if this is a kernel bug, I noticed it pretty late, so I can not
say exactly after what updates it started)

I have a machine (my notebook) running current that does not sync time anymore:

# ntpdc -s
     remote           local      st poll reach  delay   offset    disp
=======================================================================
 emmas.aprisoft. 192.168.111.54   2   64  377 0.00015 14.448922 0.00397

It has options NTP in its kernel config and does not look anything strange
in /var/log/messages.

How can I provide more debug info?
