When doing /etc/rc.d/ipfilter reload for a second time, it prints:

Reloading ipfilter rules.
2:ioctl(add/insert rule): File exists
Set 0 now inactive

and it does this every next time I reload ipfilter, until I do
/etc/rc.d/ipfilter restart

This seems to be harmless, the new rules seems to be loaded. But the
message is confusing.

I do not remember seeing it before upgrading to IPFilter 4.1.3 (i.e.
when I was using some old 2.0_BETA with IPFilter 4.1.1), but this can
be wrong.
