It's no longer possible to compile against varargs.h in gcc 3.3, the
default compiler in NetBSD 2.0+, but the NetBSD varargs(3) manual page
implies that varargs.h support still exists.

The manpage should either be changed to a "how-to convert to stdarg"
guide, or at least have a note that most (if not all) platforms no longer
support the interface at all.  I'm filing this as a PR as I'm not sure
which direction TNF wants to take in this documentation bit.
