In pkgsrc/www/apache patch-aa patches Makefile.tmpl to use ${CHOWN} instead of chown. It should do the same for ${CHGRP}  (a few lines further below) as well.
Besides, why not put $(conf_user) in the ${CHOWN} line also in "'s as it is being done in the chgrp (should be ${CHGRP}) line?
