The distfile for editors/pico (old pine which had vulnerability)
is not on master sites.
>How-To-Repeat:
Remove the distfile and make and it will probably use old distfile
from netbsd server.
>Fix:
- make sure netbsd's distfile server doesn't have old pine tarball
(it has pine vulnerability)

- updated editors/pico to use new source version.
(The pico version stays the same; and wiz told me that the pico
source stays the same.)

I provided patches to have a shared Makefile.common to tech-pkg.
