If for a totally mysterious reason your GPRS phone isn't handling out IP numbers vis:

Aug 10 21:01:16 localhost pppd[518]: Connect: ppp0 <--> /dev/ttyU0
Aug 10 21:01:20 localhost pppd[518]: Could not determine local IP address

try dialing a specific CID (what ever that is).  Instead of:

  ATDT*99#

use a command to force an explicit GPRS account.

  ATDT*99***1#
