After building apache v1.3.28 I can not restart the running apache with 
/usr/pkg/etc/rc.d/apache restart. There are messages, that apache is restarted,
but it isn't. Still the older version is running. 

A /usr/pkg/etc/rc.d/apache stop && /usr/pkg/etc/rc.d/apache start does work as 
it should. 

>How-To-Repeat:
(Update to v1.3.28? and) try to restart apache webserver with the command
/usr/pkg/etc/rc.d/apache restart. Check if new version is really running.
