When changing the state of a PR (e.g. asking for feedback), a mail is generated
"From" the change, "To" the changer, the responsible person, and the submitter.
When the submitter replies, the mail goes to the first two of these, but is not
recorded in GNATS, except if the submitter or one of the recipients manually
sends it there.

This means that many replies just get lost for the bug tracking system.

Edit a bug report, look at the resulting mail.

Add a line to the state-change template mail that sets Reply-To to gnats-bugs
at netbsd.org. If someone tells me where the installed gnats lies, I can probably
supply a diff.
