	netpbm (any pkgsrc-relevant release) ships with the hpcdtoppm
	("Hadmut's pcdtoppm") converter which has rather restrictive
	licensing terms:

     *  Copyright (c) 1992, 1993, 1994 by Hadmut Danisch (
     *  Permission to use and distribute this software and its
     *  documentation for noncommercial use and without fee is hereby granted,

     *  both that copyright notice and this permission notice appear in
     *  supporting documentation. It is not allowed to sell this software in
     *  any way. This software is not public domain.

	The pkgsrc Makefile and license environment make no provisions
	for this.


	I see these alternatives:

	* restrict netpbm, which would be unfortunate in view of the
	  the packages depending on it;

	* split off hpcdtoppm from netpbm to make the binary package
	  freely usable and redistributable; source would still be
