/etc/namedb/root.cache is outdated. The IP Address of the J server has changed.
Set up a caching name server.
get the latest ( from Nov 5, 2002 as of time of writing ) /domain/named.root file from ftp.rs.internic.net, and copy it to /etc/namedb/root.cache
