	one can no longer use "LANG=Pig" to get pig latin errors.
	the libc Pig catalogue file still exists... in share/nls,
	but using "ktrace" one can see that only share/locale/Pig
	is checked...

	on a netbsd 1.5.3 machine:

	on a netbsd 1.6 or netbsd-current machine:

	> env LANG=Pig cat /nothing
	cat: /nothing: No such file or directory
