I agree.

I'm not even sure the NetBSD sort, as it is documented, is
non-compliant.  It may actually be compliant (just that the
documentation itself isn't exactly as lucid as it could be).

My first reading of the bug report suggested this was just a usage
issue, but I've since realized that it probably is an implementation bug
of some sort.
