MAXUSERS and maxusers aren't explained in config(8), config(9)
 or options(4) man pages.
Search at doesn't easily find docs.

/usr/share/doc/smm/02.config/ is also empty. I think license is free

Also no explanation of "maxusers 2 16 128" in new style config file --
what do the three parameters mean and when and how should it be changed

Try to find explanation of maxusers or MAXUSERS.
Add to options(4) something like:
But this needs to be improved to expain the new style config (three numbers)
and to list each system data structures effected
and also mention the appropriate sysctl's that are same.
The bsdi/config.n doc has good info but I don't know if it is applicable.
