TOOLDIR is missing in the ENVIRONMENT section of the manpage of
Build NetBSD with `./build -O /usr/obj -T /usr/tools` (-> and start etcupdate.

~# etcupdate     
*** Creating /tmp/temproot
*** Populating /tmp/temproot from /usr/src/etc
/usr/src/tools/tools.NetBSD-1.6_STABLE-i386/bin/nbinstall: not found
Setting TOOLDIR to an appropriate value fixes this. But this isn't
mentioned in the manpage.

Add the environment variable TOOLDIR to the etcupdate manpage
(and/or add a cmdline option for tooldir).
