	mop-booting of ELF format data is broken on VAX 4000/200, possibly
	others.  Attempts to mop-boot any 1.6 bootloader produce
   
        ?50 SCB2NDINT, EZA0

	The mopcopy tool that is supposed to translate ELF images into
	mop images is totally broken, producing files over 64MB in size.
