It seems that the latest posix/ieee/opengroup spec has the newgrp
utility as optional. see:

(the [UP] indicates it is optional).

Of course the shell is required to invoke it - even if unimplemented:

I had been wondering whether letting setregid() succeed for groups in
the processes group list would let a non-suid newgrp be wtitten.

Anyway looks like bin/11047 can be closed.
