	unconditionally in ${LOCAL_BASE}/etc which happens to be the
	default if it is gnu-configured without --sysconfdir=XXX.

>How-To-Repeat:
	install amanda-server with PKG_SYSCONFBASE=/etc and wonder why
	/etc/amanda is not being looked at.

	Add 'CONFIGURE_ARGS+= --sysconfdir=${PKG_SYSCONFBASE}/etc' to
	'sys/amanda-{,dev-}common/Makefile.common'.
