Indeed, this is exactly the case that I had.

This works around the bug, and (from two boots) seems to be reliable.

I am puzzled that repeated "ifconfig tlp0 down && ifconfig tlp0 up"
eventually brings the driver in line, though.  (Not the first time, but
eventually...)
