should follow a particular format and contain a $NetBSD$ RCS Id tag.

The current version of pkglint does not check the MESSAGE file format.
>How-To-Repeat:
Create a MESSAGE file that does not follow the prescribed format and
put it in a pkglint-clean pkgsrc tree. Run pkglint.
>Fix:
A modified pkglint.pl that includes a MESSAGE file checking routine.
