I also have had PR's accidently marked as confidential. I assume I forgot
to select "no".

Anyways, what does GNATS do when it receives empty (no values)
Confidential, Severity, Priority, and Class fields?

I think that Confidential should default to "no" (and be publically
available). And that this should be documented in manual page.
