	In looking now, I find that src/usr.sbin/CVS/Tag doesn't
exist, although the tree was checked out with -rnetbsd-1-5.

- Something like cvs update -rnetbsd-1-5 -dP in src/usr.sbin might remove
- the problem.

	That does seem to be having some effect in cleaning up
that portion of the tree. (as well as creating the
src/usr.sbin/CVS/Tag file with the correct contents.)

	I'll take another stab at building this afternoon.
