Hmm the problem seems to be strange for me.
Almost all works fine for apache 2.0.36 (problem is relevent to apache 2.0.35 as well on NetBSD-current,1.6BETA_1,1.5.3, those I tested on (i386))
except if you try to restart apache.
I mean
apachectl restart (or stop/start)
or even using apache rc.d script or
killing by hand and running via httpd ... -options

for example we boot our machine and get
1 httpd process running as root
5 running as nobody

after restarting we get only 1 as root

and after huge amount of time (10-20 minuts) we get rest daemons up

Don't have any clue if its apache or NetBSD problem?
