Cross compile from Debian GNU/Linux 2.2
When running "make release":

cd /u1/ben/netbsd/src/sys/arch/atari/conf && /u1/ben/netbsd/tools/bin/nbconfig  -b /u1/ben/netbsd/obj.atari/sys/arch/atari/compile/GENERIC -s /u1/ben/netbsd/src/sys GENERIC
config: cannot read GENERIC: No such file or directory
*** Error code 2

nbmake: stopped in /u1/ben/netbsd/src/etc

The problem is that etc/etc.atari/ puts GENERIC in
KERNEL_SETS, but there's no config file for it.  I don't know which one
should be fixed, hence this PR.
