Two of the mirror sites aren't useful.

ftp.th-darmstadt.de doesn't have xemacs-21.5.5.
ftp.usyd.edu.au appears to deny passive transfers. Possibly because NetBSD's
ftp uses a high port number at the client end.

See how slow ftp.xemacs.org is and try to manually download
xemacs-21.5.5.tar.gz from some of the mirrors.

Remove the dysfunctional entries from the Makefile

I will also email the two site admins about these problems.
