	The toolchain2netbsd script must be run on the target system.
	That is, it does not allow a target configuration to be
	generated from a host better suited to the task.

	For example, in the process of switching the sh3 port to
	the new toolchain, I need to build a userland.  But I have
	to have a userland from which to run the toolchain2netbsd
	script which is required to build the userland.
