	tcsh(1) is supported Japanese message catalog. but,
	now tcsh(1) is not supported NetBSD Japanese locale(ja_JP.eucJP).

	This patch is add Japanese message catalog support for NetBSD.
	(need Japanese locale environment(ex: NetBSD-current).)
