New package and new category : chinese/py-zhCodecs

Description :
This package supports Python interfaces for conversions between
Chinese and Unicode.

After a email contact with Kevin (another contributor who submited
some pkg with category Chinese), he and me are intended to submit
more package related to Chinese, also, Rui-Xiang Guo is another
contributor I seen in PR and submited some packages in category
'chinese', can we have a new category called 'chinese', just like
'japanese' ?
