I found /sbin/tbrconfig is dynamic linked binary. tbrconfig is a part of
altq (/usr/src/usr.sbin/altq/tbrconfig).

If the machine has / and /usr(/lib) partition, and if /usr isn't mounted
(e.g. single user mode), you can't use tbrconfig.

/sbin/tbrconfig:
