while do a /sbin/restore of /usr, I got this panic when the restore was restoring files in /usr/lib.
The backtrace (transcribed by hand), looks somewhat like this:

The panic happened in the ntpd process. (the restore was in preempt())
You could try to do an overwriting restore of /usr from a backup with ntpd running.
