Trying to find local docs about NLS. Apropos turns up gencat(1).
gencat mentions NLS but doesn't say what it is.

I am not sure what other documentation should be added. Or what
manual page NLS should be better defined in. Maybe in catopen(3), catgets(3),
or catclose(3)? Or maybe in setlocale(3)?
