	"make -j 1 build" of the world will bomb out with:

    /v/src/netbsd/src/tools/toolchain/../../gnu/dist/toolchain/gcc/libgcc2.c:41: stdlib.h: No such file or directory
    /v/src/netbsd/src/tools/toolchain/../../gnu/dist/toolchain/gcc/libgcc2.c:42: string.h: No such file or directory
    /v/src/netbsd/src/tools/toolchain/../../gnu/dist/toolchain/gcc/libgcc2.c:43: unistd.h: No such file or directory
    /v/src/netbsd/src/tools/toolchain/../../gnu/dist/toolchain/gcc/libgcc2.c:49: stddef.h: No such file or directory
    *** Error code 1

	This error happens with an expicit "-j 1" but, doesn't happen when
	"-j 1" is ommitted.  This (to me) hints at a problem with the
	"-j" machinery in make and not a serialization error in the makefile.
