I ran in to this as well but haven't had time to investigate.  The workaround
is to *NOT* use XAW_TYPE=3d.  Do this instead:

cd /usr/pkgsrc/graphics/xfig
make clean
make XAW_TYPE=plain install

(actually, anything other than "3d" works :) )
