/etc/rc.d/syslogd requires only: mountcritremote sysdb and wscons

This setup does not allow the 'forwarding' facility of syslog (@machine)
to be used with an host name not in /etc/hosts if the nameserver that
knows about this host is to be started by the same machine.

>How-To-Repeat:
Add a line such as "*.*	@b-box" in /etc/syslog.conf on the machine a-box.
Make sure "b-box" is not in /etc/hosts of a-box.
Setup a name server on a-box.
Reboot.
syslogd will not forward logs to "b-box" until it is restarted (kill -HUP
works).
