They're not new. They were all in 1.5, too.

They're not supported by the installer, either (except for xmisc.tgz,
I think). Until the installer supports alternate kernels, there's not
much to say. Ideally, the install-laptop floppy would install
kern-laptop as /netbsd, but I don't know that it does.
hmm? besides xmisc, which is probably handled correclty as you say, none
of the above would be something the installer (i assume you mean `sysinst')
supports! they are for special-case users attempting to install, and those
are the people who need documentation on what these files do.
(ps: it would seem crazy if releng didn't read netbsd-bugs.)
