Hi!

This PR is oldest one in GNATS database still not closed. Is it still
valid? What about comment "Trivial once localization code is integrated."
Are these wide characters used if one want to use for example Asian
letters in command line options? Or why getopt shold handle those?
Is there "locales with wide characters" already?

Last log message from 1999 is not very good: "JTC has vanished". How about
suspending this PR if this isn't already fixed? Or is there somebody
working on this PR or should there be anyone?
