i'm still not convinced a new state is necessary.  given that when 
people decide they are working on a PR they are to assign that PR
to themselves (thus away from the catch-all assignee's), i don't
see the point of "submitted".  who changes submitted to open but
wouldn't also assign it to themselves?  i can't see that ever
really being the case.
