Since TGA2 cards are supported you get a
  panic: tga_console(12, 0): unknown board configuration
  Stopped at 0xfffffc0000537fc4: ret zero,(ra)
with TGA2/PowerStorm 4d20 cards.
The device is at least usable als text console: 1.4.3 boot message:
  vga0 at pci0 dev 8 function 0: Digital Equipment TGA2 (rev. 0x22)
  wsdisplay0 at vga0: console (80x25, vt100 emulation)

Take any kernel (all the inst kernels!) with tga support, >= 1.5, and
boot with it.

Let tgamatch fail/return instead of panic in case of unknown boards.

Excluding tga support in inst kernels might be a workaround to get at
least a running system.
