The Makefile is really at /usr/src/usr.sbin/dhcp/client/scripts/Makefile.
It installs to /etc/dhclient-script. (Which is probably the wrong idea,
because it overwrites it;  I think there is already a PR about that.)
Maybe it should be installed to /sbin and the dhclient.conf point to it.
(From a quick look, it also appears that dhclient.conf is not installed.)
