pkgsrc/lang/tcl won't build due to confusion about version numbers,
the problem should exist on other NetBSD-versions too.

The problem is

	make makes libtcl8.3
	pkg/PLIST refers to libtcl83


Which numbering scheme is prefered in NetBSD ??

I would prefer the numbering used in tcl (libtcl8.3)
since it is likely that other tcl/tk tools will rely on that,

make install

It easy to fix - a few lines in patches/patch-aa and pkg/PLIST,
I am using the libtcl8.3 numbering right now.
