/etc/mail/sendmail-IPv4only.cf was removed on 1/15 and /etc/changelist was
updated, but not /etc/mtree/special.  As a result the daily insecurity output
reports:

Checking special files and directories.
missing: ./etc/mail/sendmail-IPv4only.cf

but the file really shouldn't be there now.  No idea what category this belongs
in, since it's related to the /etc/security script I want to say security but
I assume that's reserved for more serious bugs, so I'm calling it "misc".

Populate empty /etc directory, wait for evening run of /etc/security and
check results.
