the MKLOCALE variable was introduced (probably in response to PR 11801)
as a pointer to the (potentially host-) version of the 'mklocale'
program.

Most of the host tool programs aren't documented, so the lack
of documentation for MKLOCALE would be so special...
but all of the rest of the variables with names of the form MK*
are used by our make templates as feature selectors.

It would probably be good to document that MKLOCALE, unlike
the rest of the variables with similar
names, is _not_ a feature selector.  (it would probably
also be nice to have a feature selector for disabling
locale support...  but that's another issue entirely.)
