System: NetBSD mach 1.5_BETA2 NetBSD 1.5_BETA2 (MACH) #0: Thu Nov 9 23:00:01 MET 2000 kilbi@jolly:/usr/src/sys/arch/i386/compile/MACH i386

If you configure a gre tunnel via ifconfig, but do not greconfig it ->
kernel panics if the incomplete gre tunnel seems to used! This is the
'normal result' if you keep the default /etc/rc.d boot sequence, where
greconfig cannot be executed when it is needed because /usr is not
already mounted.

See above
Word around: Add /usr to critical_filesystems_beforenet to make
greconfig available. But: I guess the panic itself is not an adequate
behavior, anyway! (For this I have no fix... :-/)
