SCSI busses are numbered PCI plug-in controllers first, motherboard external bus second, and motherboard internal bus last.  This is not the order in which changes to the devices are most likely to be made.

The internal bus should come first as it is the least likely to be changed.  Probably PCI controllers should come next and the external bus should be last as it is the most likely to have devices added or removed.
