It appears that if you do a 'rateget class 42k' in ftpd.conf and the
connecting hosts's bandwidth is below that of the limit, the server will
only transfer the first 42k of a file, and then consider the file fully
transferred.

in /etc/ftpd.conf:
rateget p5guest 80k
rateput p5guest 80k
and download over a sufficiently slow link (i.e. idsl or modem).
