This lossage can also be seen with a straight "make build".

    install -r  -c   -o root  -g wheel  -m 444  bsd.files.mk /usr/share/mk/bsd.files.mk
    install -r  -c   -o root  -g wheel  -m 444  bsd.hostprog.mk /usr/share/mk/bsd.hostprog.mk
    install -r  -c   -o   -g   -m   bsd.inc.mk /usr/share/mk/bsd.inc.mk
    install: bsd.inc.mk: invalid file mode
    *** Error code 1

It appears that bsd.inc.mk is being used by the Makefile and is also
being replaced under make's nose.  This leads to some kind of internal
error.
