	until very recently, the i386-install floppy included restore(8).
	this utility is essential when either recoverying from a disk
	loss.  so, now, there is no simple way to recover a lost system,
	instead one must build one's own floppy that includes restore(8).

>How-To-Repeat:

	have a root disk crash and attempt to recovery with install media,
	expecting restore(8) to be there like it has been for 7+ years.

	revert the removal or restore(8) or provide explicit "recovery"
	floppies.
