hier.7 refers to /etc/aliases* and to /etc/sendmail.* which
are now under /etc/mail/.

Also, with the changes to the rc system, we should reference
rc.d/ and rc.shutdown.

The following fix moves aliases* and sendmail* under a
mail/ directory heading. It also adds in rc.shutdown
and rc.d with an update on the comment to also reference
